That is true. You cannot do anything with the device without licensing. In ESX or Workstation you can get to the console which will tell you to license the device.

REQUIREMENTS: • Supports VMware ESXi/ESX 4.0/4.1 • 512 MB of RAM or higher • Minimum 2 virtual CPU's • Minimum 2 virtual NIC's • 32 gigabytes (GB) of available hard disk space for disk logging and WAN Optimization
..forgot to add. Don't get too excited, it's pricey. Licenses sold as three seperate "models".

We are expecting them to compete with the hardware models, since you lose some of the advantages of the FortiASICs that your 'homebuilt' hardware won't have. These are list prices, but even @ NFR it's no deal.
